Lights

Q . Any chance that we could get a turning light at 26th and Victoria? (Sept 07)

A. Response from Operations: The province did a study of this intersection in the fall of 2005 and it was determined there was not enough traffic to warrant turning lights. (Oct 07)

I will talk with traffic in the fall once the construction of Tim Hortons has completed along with the new building on 26th and Victoria. (Oct 07)

Q . South of Richmond on 34th Steet, there is very little lighting with the exception of a few spots. Would the city look at putting up a few more lights between Aberdeen and Richmond? The increase in both vehicle and pedestrian traffic makes travelling the road more dangerous and some lighting would be better than no lighting.

Response from Development Services: I will ask Manitoba Hydro to complete an estimate for this section of 34th Street, unfortunately the budget is completed for 2008 and this project will not be included in the Capital program for next year.(Sept 07)

Q. There is a crosswalk going east/west from Ottawa Ave. across 26th street to the bike path along 26th (North/South).   On the east side of 26th there are lights but not on the west side. Also, the lights are about 30 – 50 feet away from the actual crosswalk on the east side which provides very little light. Is there a way we can either get a light put in the middle of the street (meridian) or on the west side so that you can see people as they cross using this? (Jun 07)

A. Response from Development Services: A 150W light has been installed for an immediate short term solution to increase lighting levels for the above noted crosswalk. We will also develop an estimate for a lighting design for southbound traffic along this section of 26th Street.  Once done it will be reviewed for budget purposes in 2008. (Jun 07)

A. Response from Development Services: The City of Brandon has requested Manitoba Hydro to increase the illumination for a crosswalk located on 26th Street at Ottawa Avenue. The street light in question is located on the east side of 26th Street at the Ottawa Avenue crosswalk and will be increased from a 150 watt light to a 250 watt light.

Q. Are there going to be lights installed on Richmond west of 34th? (Sept 06)

A. Response from Development Services: This is budgeted for in 2007. The city is current doing a light study with Mb Hydro. (Sept 06)

Response from Development Services: Due to budget constraints, this item has been postponed until the 2008 budget year. (Sept 07)

Q. Linden and Richmond – could we put in lights like we have for Oxford and King George? Kids call it the death corner! (Sept 06)

A. Talked with the new principal of Linden Lanes. She is not aware of a problem yet but had only been on the job for 11 days. (Sept 06)

A. Response from Traffic: We will be doing a traffic count of Richmond along with a pedestrian count at this intersection. It will be done at 3 times during the day (morning, noon and evening). We will report back our findings. (Nov 07)

A. Response from Traffic: Further to your enquiry at the November 5th City Council meeting, please click on this link: Richmond Warrant to view the warrant for multi-way stop control at the above noted intersection. Unfortunately given the volumes of traffic on Richmond Avenue in comparison to the side streets, a four way stop intersection is not the solution for this intersection. I will however further investigate with Engineering staff the option of turn arounds in the medians of Linden Boulevard to assist with residents living in this area as we discussed previously.

With regards to school children safety at this intersection, a corridor does exist at this location, which is one of the best options for safety. The problem however may be with the school patrols (as witnessed by our surveyors on this particular day for the traffic counts). Our surveyors noticed that there was no consistent relationship between motorists and the school patrols. Motorists approached the intersection when patrols were on duty and seemed very confused by mixed signals from the patrols as well as the corridor signals. Motorists were not clear on whether it was safe to proceed or that they should stop for school children and were not given appropriate time to stop once the patrols allowed children to cross. Once this situation presents itself, it becomes a hazard for any pedestrian at this location unless we mitigate the risk involved with the school patrols.

I'll forward this issue to the Brandon Police Service for review and who may be able to provide a refresher course for the school patrols at Linden Lanes School for this intersection as part of their school patrol programs with the Brandon School Division. With the volumes of traffic on Richmond Avenue, it's critical that the patrols are following proper practices for crosswalk safety and reduce any hazards for school children crossing Richmond Avenue. Q. Synching lights on 18th and Richmond. (Sept 06)

A. Response from Development Services: They are aware there is a syncing problem that is occurring throughout Brandon. They are currently doing a transportation study which will include traffic lights. (Sept 06)

Response from Traffic: The Province is already in the process of reviewing the synchronization of the traffic lights on Richmond Avenue, 18th Street, Victoria Avenue and 1st Street and I believe some changes have already been implemented.(Oct 07)

City council will be reviewing a transportation study in the next couple weeks, I will update everyone on what it contains.
