Please send this message to everyone you know that has kids who are going to be going out for Halloween! Send this to anyone you know who gives out candy for Halloween! With Halloween fast approaching comes a warning to parents and kids regarding Sherwood brand Pirate's Gold milk chocolate coins imported from China.

The Canadian Food Inspection Agency is warning the public not to eat, distribute or sell the candy.

It is sold across Canada by Costco and may also have been sold in bulk packages or as individual pieces at various dollar and bulk stores.

The chocolate contains melamine which is the same chemical responsible for killing several babies in China, and sickening thousands more.

Mayor's Update
I was pleased to officially welcome 87 new citizens at the Canadian Citizenship Ceremony that was held at Meadows School on Tuesday, October 21, 2008, with Judge Harold Gillishammer officiating.

Brandon is very proud of bearing the title “Walking Capital of Canada” in a recent challenge between our city and the City of Brantford which was held this fall. Many Brandonites, approximately 7,310 people, exercised for half an hour on October 1st compared to 4,161 in Brantford, ON resulting in Brandon’s victory. Thanks to Healthy Brandon and Green Communities Canada, this challenge was carried out by citizens in both cities which initiated a positive attitude to a healthy active lifestyle.

New Fleet Manager Named
In order to fill a critical need for a Fleet Manager in the Operations Division, Ian Broome has agreed to move from the Sanitation section to the Fleet section to assume this role. Ian has the necessary skills and knowledge to take on this new role. We are confident that the experienced staff in the Sanitation section will continue to work on transitioning the new garbage collection system. As a result of this change, future enquiries pertaining to sanitation can be directed to Victor Kowal at 729-2281 or v.kowal@brandon.ca.

Community Heritage Manitoba Conference
Kim Longstreet, Heritage Co-ordinator and Deb Walker, member of the Municipal Heritage Advisory Committee attended the Community Heritage Manitoba Conference on October 18th, 2008 in Neepawa, MB. The first speaker was Allan Sawchuk, the Project Manager who spearheaded the campaign to save the Inglis Elevators and turned them into a historic site. He spoke about the challenges and successes he faced and still faces with this project. The second speaker was Pat Hardy from The Tunnelwood Group, a professional fundraiser who gave a detailed presentation on identifying, approaching, and securing funding sources. The day was capped off with a bus tour of the town and a guided tour of both the Beautiful Plains Museum and the Margaret Laurence House.

3rd Street Dam
Third Street Dam – You will observe that the elevation of the river has risen upstream of the 3rd Street Dam. There are two reasons for this. First, we have installed stop logs in the portion of the concrete weir that is north of the failed section of the dam. Second, the Province has completed its LIDAR (aerial) survey of the Assiniboine River channel upstream of Brandon and is allowing more flow from the Shellmouth Reservoir. Flow reduction from the Shellmouth Dam was implemented in early/late September to early October to show as much of the river channel as possible during the LIDAR survey. The present river elevations will provide us with sufficient water cover over our intake pipes to prevent freezing of the intake.

Work towards a permanent repair/replacement of the 3rd Street Dam continues slowly.

We are still waiting for approval for a permit to construct the permanent rockfill weir. Applications have been submitted to the Department of Fisheries and Oceans and Navigable Waters.

Evergreen Drainage Update
Construction – The construction tender for drainage improvements for Willowdale at Evergreen, the piped crossing of 1st Street south of Crocus Plains School, and increasing the number of catchbasin inlets on Richmond Avenue in front of McDonald’s Restaurant closed this week and a contract has been awarded to Allen & Bolack. Work is expected to commence immediately and should take about 5 weeks to complete.

Tourist Greeter Program
On September 23rd Brandon Tourism hosted a 20th anniversary celebration for the Brandon Tourist Greeter Program. The celebration recognized 8 volunteers for 20 years of dedicated service as well as the many volunteers in attendance. The Tourist Greeter program is highly regarded by visitors to the city and a key part of the overall promotion of the City of Brandon. In addition to visiting campsites in Brandon campgrounds, Tourist Greeters help out at local events that Brandon Tourism has a booth and volunteer their time for guided city tours.

Fire & Emergency Services Update
As of Thursday afternoon our staff continued to manage the scene at the Train Derailment at the corner of Percy Street and Van Horne Avenue East. Of the eight cars that derailed, four contained anhydrous ammonia. Members of the Office of the Fire Commissioner, CN Rail, Koch Fertilizer Canada Ltd., Manitoba Conservation and Westco Fertilizer were also on scene following the derailment.

Training Officer Hemstad and Val McArthur are in Vancouver, BC attending the 9th Annual FDM (Fire Department Management Software Program) Conference. They will receive hands-on training and one-on-one sessions with FDM Staff and Super Users.

Human Resources
October 23, Christa Cels, Monique Carriere and Greg Brown attended the Healthy Brandon Workplace Wellness Community Forum at the Victoria Inn. The City of Brandon Human Resources department, Sportsplex and the Brandon Regional Health Authority played an important role in coordinating and speaking at this forum. This was a very exciting event and was well attended by the community and the media. The goal of the forum was to broaden the awareness of Healthy Brandon in the community and share ideas to improve health and wellness programs in workplaces.

What is Healthy Brandon? It is a community based coalition with representative from the community, local business and nonprofit organization. www.healthybrandon.ca

Vicki Fifi attended the Conference Board of Canada meetings in Saskatoon, SK on October 20 & 21. The main topic of discussion was building a culture of employee engagement. Some of the objectives that were discussed on this topic were ways to explore defining employee engagement as it applies to the public sector and our own organizations and to gain insight into values- based cultural transformation and how it supports employee engagement and impacts performance. Vicki brought back many tools that Human Resources plans to use while building this program.

Investigative Services Firm Engaged
The City has recently awarded to Oliver, Yaskiw & Associates Inc. the Request For Proposals for Investigative Services - Employment Background Checks. This is for a two year term commencing September 1, 2008 to concluding August 31, 2010. Oliver, Yaskiw will perform employment background checks on candidates for positions primarily in the areas of Policing and Emergency Communications and will arrange for polygraph testing as required. They are also available upon request to conduct custom investigations for positions considered to warrant such an investigation. Two of the Investigators reside in Brandon and are familiar with the internal workings of the City's Police Service. A third Investigator resides in Winnipeg and has completed several of these investigations for the City in the past. The fourth Investigator also resides in Winnipeg and will provide assistance to the local team when there is need to conduct interviews in and around the Winnipeg area.

Police Services Update
Chief Atkinson attended the Citizenship Ceremony on Tuesday, October 21st, 2008 at Meadows School.

Chief Atkinson attended the grand opening of the East District Winnipeg Police Service office. He found the building impressive and came back with some great ideas.

Mayor's Update
I was pleased to attend the Press Conference on Thursday, October 16 at the Canad Inn announcing that the 2010 Memorial Cup will be hosted by the Brandon Wheat Kings in the Keystone Centre on May 14-23, 2010. A large excited crowd was present including Councillors Fitzpatrick, Jessiman, and Harwood, all four of us being Wheat King season ticket holders. This is a golden opportunity for Brandon and will be considered an historic event for many years to come.

EMERGENCY COMMUNICATIONS
Linda Poole attended the "Power Within" Seminar in Winnipeg on Oct. 15th. Speakers included Anthony Robbins and Loretta LaRoche, and the day focused on self-improvement.

Taxi Rate Increase in Winnipeg
The Manitoba Taxicab Board has just announced a rate increase for metered and handi taxicabs within the City of Winnipeg. The rates did not change however they did reduce the distance that is required to be traveled to earn $0.10. The distance was 79.65 meters and is now 72.5 meters.

An average trip in Brandon would be approximately 3 kms with 1 minute waiting time. In this case Brandon’s total fare is 15.8% higher than Winnipeg.

Tax Sale
The annual tax sale was held October 15 in the Council Chambers. One property was sold at auction for slightly more than the taxes outstanding. The remaining properties were redeemed prior to the sale date. The tax sale process will start again in February next year with the first letter going out to all property owners with properties subject to tax sale.

Fire & Emergency Services Update
Deputy Chief Romanik attended the “Power Within” Seminar in Winnipeg on Wednesday. At this Seminar Anthony Robbins and five other communicators spoke on topics including Leadership Development Skills, Improved Interpersonal Communication Skills, Team Building, Stress Reduction & Increased Productivity to name only a few.

Training Officer Wilton trained employees at the Waste Water Treatment Plant this week on SCBA usage. Our staff participated in Vehicle Extrication Training at the CAA Compound on Friday.

Human Resources
Human Resources held a one day seminar on Dealing Effectively With Unacceptable Employee Behaviour on October 8, 2008. This seminar was put on by SkillPath and was attended by employees including supervisors and managers. The seminar was very well received and provided some useful tips.

Many of the Human Resources staff attended the The Power Within seminar held in Winnipeg featuring Anthony Robbins on October 15, 2008.

Daly House
Accent Roofing will begin work replacing the roof at Daly House Museum during the week of October 20th. They will be installing a new asphalt shingled roof and expect the project to be one week in duration.

Lighthouses After School Program
The City of Brandon, in conjunction with the Department of Justice, have initiated the 2008-2009 Lighthouses After School program this week. The program provides youth a positive environment to get involved in pro-social, recreational and crime prevention activities after school.

Schools confirmed to date include George Fitton, New Era, Betty Gibson, Valleyview, King George and Earl Oxford. We are still in discussions with Meadows, Green Acres, Kirkcaldy and Riverview. For the first time since receiving funding from the Lighthouse Program we will be offering this program at one of our local community centres. Beginning Thursday, November 6, 2008 we will be holding a Youth Lighthouse Program out of the North End Community Centre for New Era students that are not able to attend the already schedule Friday session at the school due to transportation issues. These youth will participate in arts & crafts, kids in the kitchen and, dependant on ice, will be able to partake in some evening skates.

Two Activity Leaders are hired for each site to provide supervision, quality instruction, interact with the youth and act as role models. It is a program where one day a week, students can stay after school, be physically active and interact with their peers.

Old Dumpsters
The Sanitation Department has started collecting the old metal lane containers. There seems to be considerable confusion with residents continuing to use the previous collection system instead of using their new containers. This may be in part because many of the lane dumpsters are still in place, however we are dumping and retrieving them as time permits. Hopefully residents will see the dumpsters being removed and start using their new bins immediately. International Paper Industries have commented that the recycling delivered with the new system is very clean with very little contaminates.

Police Update
Chief Atkinson and Staff Sergeant Corley attended the report launch of the Friends of Simon Wiesenthal Center for Holocaust Studies which promotes tolerance, justice and human rights.

The Friends of Simon Wiesenthal Center for Holocaust Studies is a Canadian human rights organization dedicated to fostering tolerance and understanding through community involvement, educational outreach and social action. It has 25,000 members across Canada, and confronts important contemporary issues including racism, anti-Semitism, terrorism and genocide. The Center is affiliated with the world-wide, Los Angeles-based Simon Wiesenthal Center, an accredited non-government organization with status at international agencies, including the United Nations, UNESCO, OSCE and the Council of Europe. With over 400,000 members of all faiths around the world, the Simon Wiesenthal Center has offices in New York, Miami, Paris, Jerusalem, Buenos Aires and Toronto. Simon Wiesenthal died in 2005 after devoting his life to preserving the memories of the victims of the Holocaust, while simultaneously seeking justice for the war criminals.

News for October 13th

City Manager's Update
As previously advised, the Province has created a Municipal Advisory Committee on Extended Producer Responsibility (EPR). Municipal representatives include staff from the Cities of Brandon and Winnipeg, as well as both a political and staff representative from AMM. The purpose of the Advisory Committee is to work with Manitoba Conservation in developing and implementing a sustainable program for the environmentally responsible management of targeted waste materials in Manitoba, with the initial focus being on Packaging and Printed Paper. Discussions also include strategies for dealing with the "plastic bag issue" on a Province-wide basis.

The first meeting of the Advisory Committee was held this past Tuesday and it was agreed that Committee tasks would include:
* Identification and discussion of municipal issues
* Forming recommendation on principles to guide administration of EPR programs
* Identification of possible targets and indicators to measure the performance of EPR programs
* Commenting on proposed EPR regulations and guidelines for product stewards (industry)

At this point, it would appear that the Committee will provide a meaningful opportunity for municipalities to participate in EPR program development and approval processes, as well as in assessing the performance of approved EPR programs. Further updates will be provided as the Committee's work continues.

Boat Launch
The topic of the boat launch was discussed at the Riverboard Meeting on August 5, 2008. The board members confirmed there are no immediate plans in developing a new boat launch along the riverbank corridor and the three zones for the various types of boating activities need to be maintained for safety reasons.

Powerboats, used for leisure activity, will continue to operate along the river; west of the water treatment facility. The tour boat and canoeing will operate from the Discovery Centre and water skiing will take place from Dinsdale Park.

Some additional maintenance will continue at the boat launch located at Queen Elizabeth Park to compensate for the changes in water levels that occur throughout the summer.

Dealing Effectively with Unacceptable Employee Behaviour
The Records and Information Manager, Ian Richards and the City Clerk, Con Arvisais, along with employees of several City departments, attended a one day seminar this week dealing with the above. This interactive session was very enlightening in that its focus was not only on the employee but as well, on the responsibilities of the employer in providing proper leadership to a struggling staff member.

Establishing and Managing Successful Records Management Programs
On October 2 and 3, Sheila Carlisle and Ian Richards from the Records Office attended an Association of Records Managers and Administrators (ARMA) seminar in Winnipeg entitled “Establishing and Managing Successful Records Management Programs.”

The seminar provided extensive information about imaging (digitizing and microfilming) technologies and their application to records that may require long term retention but take up an excessive amount of storage space when in paper format. International standards for document imaging were another point of interest at the seminar. Understanding and complying with imaging standards is especially important for the City of Brandon corporately as its electronic records management system: Domino.doc is implemented in more areas.

WATER/WASTEWATER
Third Street Dam – Design is nearing completion and the intention is to construct the works this fall. In the interim, we will be replacing some boards in the remaining concrete weir structure to raise the water levels of the river to ensure water availability for the Water Treatment Plant. As we get into cold weather, we need to ensure there is enough water over our intake pipes to prevent icing at the intake.

Provincial Water Resources have been reducing water flow from the Shellmouth Reservoir in part because of the dry weather in September and in part because they are trying to profile the river channel for hydrological planning purposes.

Work continues on the renovation to plant reactor #1 to increase its treatment capacity by 60%. Work is proceeding on schedule and final completion is not anticipated until the summer of 2009.

Film in Brandn
As Council will recall, filming of “The Heaven Project” occurred on the grounds of the former BMHC June 1st - 4th, 2007. Several councillors were able to take advantage of the opportunity to watch filming and meet Paul Walker. The project is now operating under the name “The Lazarus Project”. A movie trailer has been released and can be viewed via the link below or by simply entering “The Lazarus Project” into an online search engine. The BMHC buildings can be seen in the latter part of the trailer. From what I could determine through online research, the movie will be available on DVD on October 21st, 2008.

Fire & Emergency Services Update
Members of the BFES Water Rescue team travelled to Pinawa, MB this week for training in conjunction with the RCMP Water Rescue team.

Cibinel Architects’ Structural, Mechanical and Electrical Engineers met with BFES Management, 911 Management, representatives from IT and Engineering this week. Architectural items including floor plans, elevations, structural, mechanical and electrical details were discussed.

Fire Prevention Week is this week from October 5th through to October 11th. The theme for this year is “It’s Fire Prevention Week – Prevent Home Fires.” Despite the fact that fewer fire losses are reported in Canada, still, on average, eight Canadians die from fire every week. Most of these fires are preventable and caused by careless behavior. That is why it is critical to educate Canadians and incite them to act. During this week, Fire Departments across the nation promote public awareness of the dangers of fire and the ways we can protect ourselves from fire.

Members of BFES were on-hand to answer questions regarding fire safety and distribute Fire Prevention Week information.

BFES, Grand Valley Mutual Aid District and McDonald’s Restaurant hosted this event. One lucky Grade 4 Student from each school in the Brandon School Division as well as students from Souris, Carberry, Shilo, Wawanesa, Douglas and Forrest spent the entire day between BFES and the Manitoba Emergency Services College for tours and activities.

This year’s event was held at Harrison Middle Years School and included all students from Harrison as well as George Fitton School. Four celebrity Fire Fighters were teamed up with four Grade 8 Students from Harrison School to take on the gruelling “Fire Prevention Olympic Obstacle Course”. The celebrity Fire Fighters included a member of the Brandon University Bobcats, a local media personality as well as the crowd favorite - a teacher from each of the participating schools. 4 teams competed in 5 events; the fastest time won the big event.

Students Ride Free in September
Throughout the month of September, any students attending a post secondary institution were allowed to ride free on Brandon Transit. While the sales numbers for October Post Secondary passes are not finalized, the number of boardings shows that there was a substantial amount of use by Students, especially those attending B.U. and A.C.C. We saw a total of 13830 boardings for the month of September for all routes. During the first eight months of 2008, there were a total number of boardings of 20720, with a monthly average of 2220. In 2007, we saw an average of 3560 total boardings per month. The monthly average among all routes for September was 3951 boardings. As expected, the routes that saw the most student traffic were Richmond West, Victoria East and 18th Street South, all of these routes servicing the two main post secondary institutions. As mentioned, October pass sales are not finalized as of yet so it is difficult to determine how many of the free riders will return as a regular Transit Pass Holder. There were also three current Handi Transit Clients who utilized the free transportation throughout the month of September, totaling 97 rides.

New Sanitation System
The Sanitation Department has begun retrieving the old bins this week by collecting the front street roll-outs that residents have elected NOT to keep. We will start collecting the metal lane containers next week and will continue until we are finished. The ones that have been considered to be unusable will be crushed and sold for scrap material, and the remaining metal containers will be collected and sold. The new trucks are here and will be used to collect refuse and recyclable material from the new style containers next week. Tuesday, October 14 will be Garbage Day 2.

ISSUETRAQ Customer Response Management System
The IssueTraq customer response management system was implemented in the Operations Division on October 10. This “go live” date was preceded by a week of reviewing Operations current practices for responding to customer contacts and two days of training provided by Applied GeoLogics Inc., the program vendor. This program will support Operations personnel in recording, distributing, addressing, tracking and documenting internal and external requests for service, requests for information, complaints and commendations. For the next month or two staff will become familiar with the system, resolving program issues as they arise and customizing the system to suit our needs. Recognizing the requirements of the Freedom of Information and Personal Privacy Act, it is our intention to make information from this program available to Council and, ultimately, to the public, allowing them to track their contacts with the City.

Police Services Update
Acting Inspector Wayne Balcaen participated in the Sisters in Spirit March on Friday, October 3rd, 2008. Approximately 100 people marched in recognition of missing and murdered Aboriginal women in Canada.

On Friday, October 10th, 2008 Allison Wells was sworn in as a Constable with the Brandon Police Service. Allison was a graduate of the Assiniboine Community College Police Studies Course followed by Phase B & C Training with the Brandon Police Service.

Approximately 20 Members and Staff from the Police Service participated in the five kilometer Walk for Cancer on Sunday, October 6th, 2008. A total of $1,202.00 was raised by Staff and the Police Association.

City Manager's Update
Further to the meeting I attended in Winnipeg on September 19th with Mayor Burgess, Ian Broome and Tom Keep regarding waste removal, recyclables and plastic bag strategy, I will be the City’s representative on an administrative steering committee that has been formed. The committee is comprised of the Deputy Ministers of Conservation and Intergovernmental Affairs, and representatives from Community and Economic Development, City of Winnipeg, AMM, Green Manitoba and Manitoba Conservation. The first meeting of this committee will be held on October 7th.

Annual General Meeting and Conference of the Association for Manitoba Archives
On September 25, 2008 the Records and Information Manager, Ian Richards, attended the Annual General Meeting and Conference of the Association for Manitoba Archives (AMA) at the University of Manitoba. Attending the AGM was a useful environment for developing professional contacts within and learning about some of the programs the AMA has in place to assist members with developing records management programs for their own institutions.

Attending the AGM also provided an opportunity to learn about developments in archival and records management programs in some of the municipalities surrounding Brandon. Many of the smaller archives participate in the AMA’s Rural Archives Manitoba group. The Rural Archives Manitoba group typically meets twice per year and attending these meetings may provide the City of Brandon with collaborative and/or networking opportunities relating to issues of municipal recordkeeping.

PLANNING & BUILDING
We are pleased to announce that Angela Clark has been recruited to the position of Senior Planner for the City of Brandon. Angela’s first day was Monday, September 29th. Angela has a 1999 BS Geography from Brandon University and a Masters of City Planning from the University of Manitoba 2004. Upon graduation from Brandon University, Angela worked briefly in 2000 as a researcher with the Brandon and Area Planning District before moving on to work with the City of Winnipeg in a variety of planning roles. Angela will be in attendance at the City Council meeting on October 6, 2008 for introduction to City Council.

COMMUNITY FAIR
Westman Immigration Services and the Brandon Neighbourhood Renewal Corporation have organized a Brandon Service Providers’’ Community Fair and Panel Conversation for October 15th, 2008. The intent is to bring together a broad spectrum of people from across all corners and sectors of Brandon to share what the Service Providers offer to the community, what needs they have, and to discuss the challenges that they face together. The event is open to everyone, and it is hoped that a broad representation will show up throughout the day and evening. Details of the Event appear below.

FIRE & EMERGENCY SERVICES UPDATE
Chief Dane and Deputy Chief Bell are participating in the 22nd Annual Manitoba Emergency Services Conference, held October 2nd – 4th at the Westman Communications Group Place. Chief Dane brought greetings on behalf of Brandon Fire & Emergency Services at the Opening Ceremonies. Deputy Chief Bell’s role as a member of the executive board of the Manitoba Association of Fire Chiefs was to organize and assist with the set up of the vendor displays for the conference.

Management and staff participated in a Mock Disaster put on by the Brandon Emergency Support Team on September 29th. This mock simulated a Hydrochloric Acid Leak at Westman Communications Group Place. BFES and BPS worked together as incident commanders on the scene. The leak was dealt with by the Canexus Emergency Response Hazmat Team.

CEMETERY
City of Brandon Municipal Cemetery Administration wishes to inform the public that a thorough fall clean-up of the cemetery will begin October 15th.

All items must be removed from every grave in the cemetery, all: artificial flowers; ornaments; solar lights; plant hooks; stuffed animals; etc. must be cleaned off. Only headstones should remain. Please have all items removed before October 15th.

Items that remain after this date will be removed by Cemetery Maintenance Staff.>

It is important to note that City of Brandon administration will be reviewing the Cemetery By-laws this winter and regulations governing what is permitted on graves may be changing. Before placing any item at the resting place of a loved one, (flowers contained in a vase are permitted in all sections) it is advised to check the City of Brandon website www.brandon.ca or to contact the cemetery office at 729-2150. Please remember, no glass of any kind is permitted on graves in the cemetery at anytime.

For future reference semi-annual clean-up dates will be April 15 and October 15 of each year.

Thank you so much for your cooperation as we strive to achieve the highest of maintenance standards for our beautiful and historic cemetery.

SANITATION
There was a delay in receiving some of the new carts; however the contractor is expecting to complete the bin delivery by the end of this weekend. The new refuse trucks have started to arrive; we have received one truck and the remaining trucks are slated to be here next week. With this delay the program has been pushed back one week with implementation to start October 14, which will be Day 2 of the refuse cycle. Starting next week we will have a crew retrieving the old style bins that have not been marked with an X, after they have been picked up for the LAST time. Residents are encouraged to read the material that is with the new bins or check the web site for information and FAQ. Information can be found at www.brandon.ca/sanitation. Bins are being dropped off in front of resident’s houses and we are requesting that they be taken into their yard.

Police Update
Inspector Grant attended the Annual Peace Officers Memorial Service in Winnipeg at the Legislative Building on Sunday, September 28th, 2008.
